Communication Intelligence is an expeditiously growing and promising interdisciplinary field of research that introduces revolutionary paradigms in various communication models and applications. It is derived from electronic intelligence and focuses on developing communication mediums that ensure more secure and reliable transmission between users. The convergence of communication intelligence and data computing has produced the latest trends and technologies in the research field. Advanced data computing and data analysis methods help in understanding and solving various real-world complexities.
Recently, the development of various cognitively inspired computing models and smart interactive algorithms has gained the potential to enable a large scale of smart computing applications. Hence, the recent advances in computing technologies have opened up new avenues for research in the domains of data computing and communication intelligence.
The goal is to bring together recent advances in communication intelligence, data computing models, algorithms, and simulations to analyze and optimize various complex problems. This conference aims to establish a new discipline in communication intelligence and data computing by combining contemporary computational methods, data communication, software engineering, machine learning, simulations, and ancillary technologies. The objective is to address complexities in advanced computing applications in a smart way, going far beyond the scope of traditional data computing methods and technologies.
The International Conference on Innovative Data Communication Technologies and Applications (ICIDCA 2026) is an international forum on the theory, design, analysis, implementation, and application of distributed systems and networks. We solicit papers in all areas of distributed computing. Submissions from all perspectives—including theory, practice, and experimentation—are welcome. The common goal of the conference is to enhance understanding of the principles underlying distributed computing.

Woldia University
Woldia University is one of the public universities established by the Government of Ethiopia following its plan to expand higher education institutions in the country’ to increase access and shore up its economic development and social transformation. Education coverage of Ethiopia so minimal even compared to the Sub-Saharan Africa. The Government of Ethiopia exerted its effort in expansion of education in the country to increase its educated human capital that meets the labor market demand of the nation. With this intention, the University was established in 2011 in Woldia town, North Wollo Zone, Amhara National Regional State on a 201-hectare. Currently the university has three campuses: Woldia Campus (main), Mersa Agricultural College, and St. Lalibela Institute of Heritage and Tourism Studies. Woldia is located in a cross-sectional geographic location which interconnects Samara (Afar), Mekele (Tigray) and Bahir Dar (Amhara), Dessie (Amhara) and in a distance of 520 KMs north of the Ethiopian capital, Addis Ababa.
When the University began its teaching-learning process in 2011, it enrolled 573 regular undergraduate students in four faculties of twelve departments, and 156 week end (extension) undergraduate students in two departments, having 115 academic and 117 administrative staffs. Currently, the university has two institutes, two colleges, four faculties and six schools. Extensive work is being done in the community service sectors. The university has 1,285 teachers and technical assistants, 958 permanent administrative staffs, and 983 members of service providing Associations to whom campus cleaning, security, catering and cafeteria, and many other services are outsourced. The Federal democratic republic of Ethiopia, ministry of Education tried to differentiate higher education institutions to play a great role on the national development agenda. Higher education institution in Ethiopia has been differentiated based on their generations, facilities, geographic location and the natural resource they have in their mandate area. The differentiation reform planned for the higher education sector has been focused on thematic areas including access, equity, and unity with diversity, quality, relevance, efficiency, research, technology transfer and community services, and the financing of higher education. Since its establishment by the Government of Ethiopia, in 2011 G.C. the university had passed through a noticeable development progress for the past ten (12) years. Laboratories, workshops, libraries, offices, student services, ICT infrastructures, staff residence, guesthouses, electrical and water supply infrastructures, teacher’s residence, etc. were all up to par. The university has competitive advantages in the area of tourism, agriculture, technology and health. So in our 5 years strategic plan we identified tourism, agriculture, technology and health as a major area of excellence. Thus the departure mainly started from the listed center of Excellences of the university.

When a manuscript is submitted, it indicates that it is not being considered for publication elsewhere.

    Review Process:
    All articles will be peer-reviewed in a double-blind manner. Relevancy, structure, research technique, ethical conduct, language standard, inventiveness, references, hypothesis, result presentation, proficiency, format, and a variety of other aspects are all taken into account throughout the process of assessment.
    Papers that are accepted will be published in the Conference Proceedings and further it will be published in the author selected publication track.
    All submitted papers will be reviewed by three international program committees. ICIDCA takes the protection of intellectual property very seriously. All submissions will be screened for plagiarism and similarity check. By submitting your work, you agree to allow ICIDCA to screen your work for plagiarism.
    The paper will be evaluated based on their novelty and innovative research contribution.
    Decision:
    There are three possible decisions for a submitted full-paper
    1. Accepted with Official Acceptance Letter as a mail attachment to proceed with the registration.
    2. Major Revision, the papers should be revised according to reviewer comments to obtain the Official Acceptance Letter.
    3. Rejected. This means the paper will not be considered for the next process even if it is revised.
    NOTE: Author should register to the conference only after obtaining the Official Acceptance Letter from the conference.
    Plagiarism Policy for the Publication:
    All articles submitted to ICIDCA will first undergo a plagiarism check before being sent to our technical program committee for review.
    Note that plagiarized articles will be rejected (Must be 15% below excluding references).
    Copying of contents from other articles is strictly prohibited. However, it is allowed with proper quotations and citations.
    Only articles with 80% original content should be submitted with the expectation of being accepted for ICIDCA 2026 proceedings.
    ICIDCA keenly discourages plagiarism in research articles, proposals and survey articles submitted to us.
    Articles failing plagiarism check will be subjected to rejection without any review.
    Instructions for the oral presentation:
    The presentation should last about 15 minutes. You may use whatever type of presentation and number of slides you prefer. Please arrive early for your presentation to verify that all essential equipment is available.
